Extracting City Names

I need to extract city names and State names into separate fields for each, from text such as the example below. As you can see, there are sometimes extra commas and city names can be up to 4 words. Can this be done?

JUNCTION, CITY, AR TO AMORY, MS NO TARP $675

FULTON, MS TO GAMALIEL, KY 6FT TARPS $750

UNION, MS TO NEW DOSWELL TOWNSHIP, VA 6FT TARPS $2000

COLLINWOOD,TN TO SOMERSET, KY 8FT TARPS $725

COLLINS, MS TO LA PORTE, IN 6FT TARPS $1675
